WebI had this very same issue today after updating my graphics card driver (419.17 to 430.86). The GPU temperature showed -32768 degrees and memory frequency at 1MHZ. The way I fixed it was I downloaded my previous driver (419.17) again and performed a clean installation, and it fixed it, the GPU temperature returned to normal as it was previously. The temperature slowly creeps up and caps out at 102C with some spikes to 105C, it takes about 10 min to reach. Before the pad change the gpu hot spot temp was at 87C max. Sadly the Founders card does not give you access to all the temp sensors.

I can hear the CPU fan running and the internals are all dust free. I'm not sure how to diagnose and fix this problem. I've attached a screenshot showing the GPU idle temp at 80 degrees celsius.

Your card simply is used at 100% capacity. 100% doesn't mean your GPU has reached a limit after which it will falter. However your GPU will falter if it gets excessively hot (see below).
